FISCAL STRESS MONITORING SYSTEM
Village Treasurer Irene Woo has reported that the New York State Comptroller’s Office has completed its annual financial and environmental review of all municipalities and school districts. The financial review is based on the Annual Update Document (AUD) that the Village provides to New York State for information covering the last fiscal year end, May 31, 2019.
The Fiscal Stress Monitoring System evaluates from a budgetary perspective the Village’s ability to meet expenditures through generation of revenues by measuring fund balances, operating deficits/surpluses, cash positions and fixed costs. Environmental factors, such as change in population, median household income, unemployment rate and reliance on state aid are also measured and scored. The system provides an early warning of fiscal stress to local governments and allows interested parties to track stress condition trends.
The scores from each indicator determine the stress category (Significant, Moderate, Susceptible to Stress, or No Designation).
“Once again, the Village has achieved a score of ‘No Designation’ under both financial and environmental indicators, which shows that the Village does not meet the threshold of fiscal stress,” Ms. Woo said. PUBLIC HEARING ON PROPOSED BUDGET APRIL 28
The Board of Trustees will hold a public hearing on the proposed $66.2 million budget on Tuesday, April 28, 2020 at 7:00 p.m. via Zoom. The public will have an opportunity to be heard at the hearing on the “Zoom” call. A copy of the proposed budget is available on the Village’s website, www.gardencityny.net. In addition, or alternatively to participation in the zoom hearing, if anyone has a question and/or comment regarding the budget, please send your inquiry and/or comment to Karen Altman, Village Clerk, at kaltman@gardencityny.net, via phone at 465-4051 or by regular first class mail. If such inquiry and/or comment is received prior to the hearing time it will be entered into the hearing record.
SNOW REMOVAL OVERTIME
The lack of snow this past winter has enabled the Department of Public Works to spend unused snow removal funding on projects and repairs that might not ordinarily get the full attention of the Department due to the urgent nature of our daily responsibilities. For example, because of the time available the Department was able to repair all Village fences without having to contract with a third-party. In addition, we are able to apply these unused funds to cover the cost of unforeseen repair of a recycling vehicle without having to access contingency funds. In addition, these funds are also being used for other items needed by the Department during the remainder of this fiscal year, including paper products, cleaning supplies and tools for the Village Yard.
GCFD 100TH ANNIVERSARY CELEBRATION POSTPONED
Due to the ongoing health crisis the Garden City Fire Department has postponed its 100th Anniversary parade and block party celebration originally scheduled for June 13, 2020 for a future date, to be determined. The future date is reliant on the safety and cautious observance of the guidelines presented by the C.D.C and New York State officials.
RECYCLING
Due to policy changes at the Omni Recycling plant stemming from the Covid-19 pandemic, tighter restrictions are in place and, at times, the plant will reject loads. Residents are reminded that all Commingled Recycling must be placed in the bin that is provided to you or a blue/green recycling container. Commingled recycling will not be accepted in bags. Newspaper/paper must be tied or placed in a paper bag and placed next to the bin. Bins may not be mixed.
The Board of Trustees at its April 15, 2020 meeting (via Zoom) awarded the purchase of 6,650 new, 25-gallon recycling containers. Until the new bins are received, residents can place their recycling small pails alongside their current bins. NASSAU WESTERN TRANSMISSION PROJECT
The Western Nassau Transmission Project consists of the construction, operation and maintenance of a proposed new 138 kilovolt underground transmission line primarily within the public roadway rights-of-way for a total distance of approximately seven miles between the East Garden City substation (located in Uniondale) and the Valley Stream substation (located in Lynbrook).
The project is expected to reinforce LIPA’s electric transmission system in the southwest
Nassau area and ensure continued reliable service. The underground transmission line will be located wholly within the Town of Hempstead and will traverse the Villages of Garden City, Malverne and Lynbrook, and will be constructed primarily underground. The project is on schedule for a December 2020 completion. The two-week construction schedule in Garden City entails:
- Test hole digging, survey and other preparatory work will begin on Stewart Avenue, between Village Hall and Clinton Road, for the Horizontal Directional Drilling activities (HDD). Crews will be present and working.
- Video review of sanitary sewers will occur on Cherry Valley Avenue and Stewart Avenue.
